With a total expenditure of 191.5 billion, the PNRR promises to be one of the biggest innovation maneuvers in Italian history. Created to compensate for the difficulties generated by the 2020 pandemic phenomenon, it represents an incredible opportunity for companies wishing to innovate, thanks to the substantial portion of aid dedicated to digital transformation.
How the NRP is structured
One of the founding principles of the National Recovery and Resilience Plan is that investments made must be directed toward modernization, with particular reference to Europe as a system. To this end, the NRP is structured as follows. six missions, many of which relate, directly or indirectly, to digital. We recall them briefly:
- Digitalization, innovation, competitiveness, culture and tourism;
- Green revolution and ecological transition;
- Infrastructure for sustainable mobility;
- Education and Research;
- Inclusion and cohesion;
- Health
The policy areas involved through these six “pillars” will be: promotion of competition, simplification of legislation, justice, and public administration. The latter area in particular is of particular interest to the digital sector because, as we can read in the site dedicated to the Digital PA, provides a new system for the modernization of public administrations, including local ones, which includes the possibility for companies to qualify as suppliers (here for example, the procedure for Cloud service providers). This will allow the digital marketplace to receive a further impetus generated by the supply chain, the spin-offs of which will be positive for the entire industry. The first benefits should manifest themselves soon, with the publication of the outcomes for the first Cloud-related calls.
The benefits for companies: all the news
It is by no means a mystery that, on some funding lines, the funds made available by the PNRR are quickly exhausted due to a very high number of applications. However, as far as digital transformation is concerned, the NRP still has many opportunities for companies that want to start or consolidate an innovation journey. The Italiadomani collects all the information, but we recall here those most relevant to the digital sphere.
The most substantial among the interventions in this regard is undoubtedly the investment dedicated to the Transition 4.0, totaling 13.38 billion euros.

Objectives include. Strengthen basic and applied research, foster technology transfer, promote digital transformation of production processes and investment in intangibles. It was created as an evolution of the Industry 4.0 plan, but compared to this expands the number of enterprises that can benefit and especially extends the eligible intangible interventions. Among the activities that can be funded, we also find the activities of training related to digitization and the development of related skills.
Significant, though minor, is the intervention related to the innovation and mechanization in the agricultural and food sector, which makes available 500 million euros in order to transform Italian agriculture into an agriculture 4.0. Here, too, special emphasis is placed by the legislature on digitization and new technologies, particularly with the aim of smarter management of the supply chain, with a view to sustainability and the circular economy.
Finally, 250 million euros are dedicated to the digitalization of the logistics chain, with the aim of increasing national logistics competitiveness through the implementation of an interoperable digital system, including between the public and private sectors, for logistics and freight transport.
